Itejmrtmstti of Agrtrulture MEMORANDUM OF TRAVELING EXPENSES From J Use this Memorandum ; it will assist you in making up your account. Retain for future reference • • • SUGGESTIONS TO TRAVELERS. Don’t exceed $5.00 a day for meals, lodging, bath, and waiter fees, the latter not to exceed 30 cents. Don’t exceed 25 cents a day for porter fees on sleeping cars. Don’t exceed 10 cents for porter fees on parlor or chair cars. Don’t exceed $1.25 a week for laundry; 20 cents for each additional day. Don’t bring forward charges for laundry from previous account. Don’t exceed 10 cents for porter fees at stations or hotels. Don’t charge for hotel porter except on arrival and de- parture. Don’t exceed 10 cents for checking personal baggage. Don’t exceed 50 cents for transfer of self and 50 cents for transfer of baggage between hotels and stations. Don’t purchase railroad tickets when transportation requests can be used, unless distance is less than 100 miles. A charge for cash railroad or Pullman fare must show starting point and destination. Don't incur ANY expense not covered by letter of authority. Subvouchers must be taken for lodging, special transporta- tion, personal services, express and freight shipments, and all purchases in excess of $1.50. Subvouchers for express shipments must show weight and contents of each shipment. The signature to a receipt must agree with name at top of subvoucher. In case of an incorporated or nonincorporated company, the full name and title of signer must be given. Render accounts once a month; include all expenses incurred during the month ; enter items in chronological order. Always state date and hour of departure and arrival. Give initials of railroad when cash fare is paid. Always state time, distance, terminal points, and rate when stage, carriage, or other special transportation is used. Enter waiter tips and street-car fares each aa\. Designate meals on trains as “ en route ;” the point at which any other meal, not included in hotel subvouchers, is taken, must be shown. CAR'D FOR'D 1 X 1 i COPY Grdat Palls* Montana, September 10, 1915, .Hear Sir: I wish to bring to your notice a condition which is this fall existing around Lake Bowdoin, a body of water in the eastern part of the Milk River valley, this State* Hundreds, perhaps thousands of waterfowl are dead and dying of what appears to be avian-cholera® Post-mortems made by Mr. Carl Starg of the State Agricultural College lead him to this conclusion, as the bacilli isolated by him strongly resemble those of the above disease. Lake Bowdoin is a very large and irregularly shaped body of water, v/ith shores and islands rush-grown and swampy, There are no large spaces of open water , but the absolute shore-line might be thirty miles in length. It has been a wondrous breeding ground? and of course a great shooting resort during the autumn flight. Though it is now surrounded by agricultural communities, it is rendered sufficiently sequestered by its size and shape to form a nesting site for both cranes and pelicans, who successfully reared their young on some of the islands this year® I do not gather from the reports that any birds other than ducks and coot have been affected « You will form conclusions as to the possible cause of the disease, etc., much more valuable than any I can Advance but I may say that when a small boy nearly fifty years ago a similar condition existed as I recall in the fen lands of Norfolk and Cambridgeshire, England, Shis was at the end of an exceedingly wet summer when the islets throughout the "Broads" (as they are called) were in many cases greatly reduced in sise by reason of the excess of rain the ground still unsubmerged, being of course very much more fouled than usual* I also recall that when winter came and the herbage withered, great efforts were made to clear the margins of the streams, etc,, with fire, I suggested to our State Game Warden that he advise the local gun club at Lake Bowdoin to follow this course later on, as, should the genus of the disease linger to next year, they would of necessity be far more deadly in their effects in asmuchas the nesting birds would be in- fected® So far as the cold of our winters, considerable as it is, is I “ concerned, it would hare, I think, no effect on the baocilli, for I have known the germs of human cholera spring to life in Thibet and northern Hindoostan, with the return of warm weather though during the winter ap- parently innocuous « I have ventured to bring this matter to your notice, because so large a source of infection, appears to me, to be a menace to the wild fowl life in a huge territory. I had the pleasure of owning for some years from 1870 an imported English Cocker Spaniel, one of the best retrievers the world ever produced. During a stroll by the Bay Shore of an hour's duration he oulu brin in ten or twelve of these ducks, some of them dead, others at their last gas . They were fat and in good condition. At that time the waters of the Bay were not polluted by waste matter from factories. none being then established on its shores. Hy humble opinion is the poisoning occurred before the ducks reached here in April ana ..ay. In these eases the waters of Lake Ontario did not have the effect of restoring to normal condition those afflicted birds. I aslcea Doctor Cobb as to just how he wished the samples of sediment from Salt Lake to be preserved, and he told me that if shipped within a reasonable time after col- lection, he thought no specific preservation was necessary and sug- gested trying the experiment without a preservative. I must say that I doubt materially if nematodes will be found in water so strongly saline as that of Salt Laice. I have never collected the brine shrimp myself , but it is said to occur in water impregnated with salt to al- most any extent, 1 am glad you are having- the opportunity of studying and making notes on the behavior of water birds during the mating jjcriod, £3 we know very littl bout the subject. 1 hope you neglect no opportunity to get notes as tc the tine when the several species of waterfowl begin mating and nesting. Cobb, 3ureau of Plant Industry, for whom, if you re- member, you collected a bottle or two of staff from Bear River, asked mo if it would not be possible for you to secure some surface mud or ooze for him from Salt Lake proper, as ho has never had an opportunity to examine the material from the lake proper for nematodes. If you have an opportunity, it might be well for you to collect two lots, one from decidedly brackish water and the other from somewhere within the limits of the lake itself. There is no hurry about the matter, but no doubt during the season opportunities will occur for either yourself or an assistant to collect the desired material, and I desire, of course, to cooperate so far as we can with all the other bureaus in the procuring of field material for examination. If Doctor Cobb want s the material collected in any particular maimer, or preserved in special solutions, I will ask him to forward containers and the necessary fluid, but I suspect that the water of Balt Lake will pre- serve from decomposition anything that may be found in it. I suppose you have hardly as yet gotten fairly into your work, but hope to hear soon that you are making good progress with it.
